"Après l'orage, construire l'Europe que nous voulons"

Ce séminaire partira des deux hypothèses suivantes :

- face à l'accentuation de la crise mondiale (sociale, écologique, économique, démocratique, géopolitique et culturelle) que la stratégie hégémonique et guerrière de l'administration américaine renforce, nous manquons d'une Europe qui contribue à l'équilibre et à l'avenir du monde - malgré ses énormes moyens et la puissance de la réaction populaire européenne anti-hégémonie. Or, la guerre américaine en Irak a fait éclater un véritable "orage" au sein de l'Europe, qui peut être l'occasion d'une remise en question des mécanismes à l'oeuvre au niveau européen.

- cette remise en question implique un véritable travail politique, à l'échelle du continent, de l'ensemble des mouvements sociaux et citoyen, des syndicats, des partis politiques. Cela suppose de croiser et confronter les réflexions sur les questions posées à l'Europe par son rôle politique pour la paix dans le monde, par les problèmes de défense et de sécurité, d'alliance et de coopération qui en découlent et de faire la part des différences d'approches culturelles qui existent entre tous ces acteurs sur ces sujets. L'analyse du projet constitutionnel issu de la Convention sur l'avenir de l'Europe et les perspectives de mobilisation qui doivent en découler, s'inscrivent dans cette logique.

Ces deux hypothèses de travail nourriront la réflexion de cette journée d'élaboration. Nous pensons en effet que cette réflexion doit se développer avant le Forum Social Européen de Paris Saint-Denis, pour qu'elle puisse y être rendue publique et être approfondie avec l'ensemble des acteurs présents.

"Looking beyond the storm to build the Europe we want"

We will start from the two following assumptions:

- faced with the worsening of the world-wide crisis (social, ecological, economic, democratic, geopolitical and cultural) that the hegemonic and warlike strategy of the American administration reinforces, we lack an Europe who contributes to the balance and the future of the world - in spite of its enormous means and the strength of the popular European reaction anti-hegemony. However, the American war in Iraq made burst a true "storm" within Europe, which can be the occasion of a questioning of the mechanisms at work at the European level.

- this questioning implies a true political work, on the scale of the continent, from all the social and citizen movements, trade unions, political parties. That supposes to cross and confront the reflexions on the questions asked to Europe by its political role for peace in the world, by the problems of defense and security, alliance and co-operation which result from this and to make the share of the differences in cultural approaches which exist between all these actors on these subjects. The analysis of the constitutional project resulting from the Convention on the future of Europe and the prospects for mobilization which must result from this, fall under this logic.

These two working hypotheses will nourish the reflexion of this day of reflexion. We think indeed that this reflexion must be developped before the European Social Forum of Paris Saint-Denis, so that it can be made public there and be shared and discussed by all.

Dieses Seminar wird den ganzen Tag ueber laufen und wird von zwei Hypothesen, die wir zusammen herausgearbeitet hatten, ausgehen :


- Gegen die Vertiefung der Weltkrise (sozial, oekologisch, demokratisch, geopolitisch und kulturell), die durch hegemonische und kriegerische Strategie der amerikanischen Regierung noch betont wird, fehlt es ein Europa, das zu dem Gleichgewicht und der Zukunft der Welt beitraegt, und dies trotzt seiner riesigen Mittel und trotzt der starken Reaktionen der europaeischen Bevoelkerungen gegen die hegemonische Haltung. Der amerikanische Krieg hat aber ein echtes " Gewitter " mitten in Europa provoziert, das der Anlass dazu sein koennte, die in Europa bestehenden Mechanismen in Frage zu stellen.

- Dazu ist eine grosse politische Arbeit jener Sozial- und Buergerbewegungen, Gewerkschaften und Parteien auf internationale Ebene notwendig. Vorausgesetzt ist, dass die Uebrelegungen zu den Fragen, die Europa gestellt werden, ueber seine politische Rolle fuer den Frieden in der Welt, ueber Verteidigungs und Sicherheitsdilemen und die dazugehoerenden Themen der Buendnissen und Zusammenarbeit ausgestauscht werden und, dass die unterschiedlichen kulturellen Auffassungen wahgenommen werden. Die Analyse des Entwurfs einer europaeischen Verfassung, der vo dem europaeischen Konvent initiiert wurde, und die kommenden Mobilisierungsperspektiven zu diesem Thema sind auch in diesem Zusammenhang zu sehen.

Diese zwei Hypothesen werden im Laufen des Tages Debatten veranlassen. Unser Ziel ist es tatsaechlich, dass diese Ueberlegungen vor dem Pariser europaeischen Sozialforum entwickelt werden, damit sie dort veroeffentlicht werden koennen und mit den dortigen Akteuren diskutiert und vertieft werden koennen.

Damit diese Arbeit so weit wie moeglich europaeisch und international wird, waeren wir Ihnen dankbar, diese Einladung mit dem einleitenden Text ( www.cedetim.org/Europe/deutsch.html ) ihrer europaeischen und internationalen Partnern, die an diese Ueberlegungen durch Anwesenheit und/oder schriftliche Beteiligungen teilnehmen wollen, weiterzuverschicken.
